In his first message as DENR MIMAROPA’s new chief, Regional Executive Director Felix Mirasol, Jr., underscored the importance of synergy and sense of compassion in order to deliver courteous, excellent, and responsive service to the public.

During the opening ceremony of the region’s management conference at the Kimberly Hotel, Manila on July 19, RED Mirasol pointed out that to achieve an efficient and collaborative work environment, it is necessary that the office pays attention to its greatest asset, its human resource.

“The organizational structure shows that each of us has a role to play, hence, we must value everybody, acknowledge their contributions to the organization, and develop a job atmosphere that enables them to harness their own potential,” RED Mirasol remarked.

With this, the new RED mentioned that the office may adapt the Civil Service Commission’s Gantimpala Agad Award, a recognition given to employees who were commended by clients for their courtesy, promptness, efficiency and dedication to duty.

Addressing the region’s Assistant Directors, Division Chiefs, Provincial and Community Environment and Natural Resources Officers (P/CENROs), and Protected Area Superintendents (PASu) during the presentation of accomplishments and targets, RED Mirasol specified the importance of teamwork and collaboration particularly in reporting the activities carried out based on the Work and Financial Plans.

He clarified that it is the accountability of the PENRO and CENRO to ensure that the accomplishments are reported and submitted to the Planning and Management Division (PMD) accordingly. He also reminded the field officials that before they sign their monthly accomplishment reports, they must go over the figures and be conscious of the activities that are getting behind schedule.

On the other hand, RED Mirasol reminded the PMD to monitor the reports, and clarify with the PENRO/CENRO if what has been reported was in order. He also directed them to review target indicators and should they lack technical capabilities to do such, they may seek assistance from the division or office concerned.

The newly-installed DENR MIMAROPA chief reminded all officials to observe basic courtesies in all transactions and communication, such as acknowledgment of receipt of emailed reports. This simple gesture reassures the sender that the report was successfully sent and that the receiving party is aware of its contents.

Besides boosting human resource and collaborative interactions, the new RED also stressed the importance of maximizing geospatial technology, and allow the maps to speak of the efforts to protect biodiversity and show the other programs and projects implemented by the office.

RED Mirasol also directed the officials to update the regional and provincial profile and prepare completed staff work (CSW) on issues and concerns, including the pressing ones, and update them as they progress.

He likewise mentioned that in order to fast track the dissemination of information and instructions, officials may refer to directives provided in the Facebook messenger group chat.

RED Felix Siarot Mirasol, Jr., is a Forester by profession, and has been serving the Department for 35 years since he started as a forest guard in 1988. He rose from the ranks, became Protected Area Superintendent of Mount Kitanglad Range Natural Park, CENRO, PENRO, Assistant Regional Director for both Management and Technical Services, until he assumed a Director position in 2020. RED Mirasol is a Career Executive Service Officer with a rank of CESO IV.

Prior to his new assignment, RED Mirasol served as the Assistant Regional Director for Technical Services in DENR Region X. His dedication to work and commitment to deliver excellent public service are reflected in numerous awards he received, such as Most Outstanding PASU, Most Outstanding CENRO, and the Civil Service Commission – Region 10 PAG-ASA Award, a distinction conferred to government workers whose superior work performance and outstanding contributions benefitted an office, agency, community, or region.

As the management conference ended, RED Mirasol called for everybody to complement each other’s strengths and weaknesses, and be tactician but compassionate in accomplishing targeted activities and in dealing with stakeholders.
