DENR-IVB’s New Full-Fledged PENROs

The DENR-IVB proudly congratulates its new full-fledged Provincial Environment and Natural Resources Officers (PENRO), OIC-RTD for Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) Gwendolyn C. Bambalan, DPA CESE and PENRO of Palawan Juan C. Dela Cruz who were appointed as new PENROs on March 15, 2013. They officially took their oath of office for their new appointment before DENR Secretary Ramon J. P. Paje together with other regions’ newly-appointed PENROs.
RTD Bambalan was a Cum Laude graduate of Gregorio Araneta University Foundation with the degree of Bachelor of Science in Agricultural Administration major in Agricultural Economics in 1981. In 1992, she graduated from Ateneo De Manila University where she took up a Master of Science in Social Development degree under the Ford Foundation Scholarship Program. Later on, she enrolled in the University of the Philippines - National College of Public Administration and Governance and became a Doctor of Public Administration in 2005. Prior to her designation as OIC-Chief for PAWCZMS on July 16, 2012, RTD Bambalan started working in DENR as an Agronomist and Project Development Coordinator of the then Bureau of Forest Development (now Forest Management Bureau) in 1981 and 1985, respectively. Later on, she was appointed as the Market Analyst (1985-1989), Marketing Specialist III (1989-2005) and OIC of Finance and Administrative Division of FMB (March 2005-July 2012). She got her Career Executive Service Eligibility in May 2010.
On the other hand, PENRO Dela Cruz was a Bachelor of Science in Forestry graduate of the University of the Philippines – College of Forestry in 1973. In 1975, he passed the forester’s board exam. He began his career in Bureau of Forest Development as a Forester (1974-1979), Senior Forester (1979-1984, Assistant District Forester (1984-1986) and District Supervisor (1986-1989). He then became the Forestry Supervisor 1 in 1988 and 1989 Senior Forest Management Specialist of DENR-IVB until his promotion as Community Environment and Natural Resources Officer (CENRO) in 1992. Prior to his appointment as a full-fledged PENRO, he has been serving as the OIC-PENRO of Palawan from April 2002-March 2013.
RTD Bambalan and PENRO Dela Cruz were very thankful to Sec. Paje for the opportunity to be promoted as PENRO. Their promotion has inspired them to better their best for the department and for the country in general.
