PNoy appoints OIC-RD Oscar C. Dominguez as
DENR Acting Director IV

DENR Region IV-B MIMAROPA Officer-In-Charge - Regional Director Oscar C. Dominguez was appointed as Acting Director IV at the Department of Environment and Natural Resources by His Excellency Benigno Simeon C. Aquino III, on September 24, 2015.

The meticulous process, undergone by Director Dominguez, involved an initial screening by the Selection and Promotion Board of the DENR Central Office, headed by Sec. Ramon J. P. Paje, and another screening by the Office of the President. RD Dominguez has also passed the Career Executive Service (CES) Written Examination, and Assessment Center, and is under the CES Validation Stage as of this writing.

A self-made man, RD “Oca” as he is fondly called by his staff and colleagues, is the second child of Sebastian Dominguez and Primitiva Cabrejas in Daet, Camarines Norte, born on June 01, 1953. He was educated at the University of the Philippines, Los Baños, where he obtained his BS degree in Forestry in 1973. He emerged as the 8th placer in the Foresters’ Board Exam in 1975. He obtained his Career Service Professional Eligibility in 1980. RD Dominguez completed his Master’s degree in Public Administration at the University of North-Eastern Phils (Iriga City) in 2001, where he received a Meritisimus in Revalida Award.

Nobody was surprised when Director Dominguez was appointed as Acting Director IV of the DENR, because prior to his designation he has climbed the ladder of success for almost 40 years of experience in public service. He has humble beginnings as a Casual Laborer and Forester from 1974 in Region V before he was appointed as permanent Forester in 1977. He rose from the ranks and was designated as OIC, Regional Technical Director for Lands for MIMAROPA from 2011 to 2013. By virtue of DENR Special Order No. 2013-674 dated November 15, 2013, he was officially designated by Secretary Paje as the OIC, Regional Executive Director for Region IVB- MIMAROPA.

Apart from his exceptional track record, Director Dominguez also received various awards and commendations for his significant contributions in public service. This includes a Certificate of Recognition given by former Secretary Heherson T. Alvarez in June 2002 for achieving his target of more than 100% in terms of number of Processing and Issuance of Public Land Applications. He also garnered a Gantimpala Agad Award given by the Civil Service Commission (CSC) in recognition of his courteous and prompt delivery of service to the stakeholders in September 2002 during the CSC Month Celebration in DENR, Rawis, Legaspi City, and Regional Achievement Award for processing the highest number and area of public land applications for Bicol Region in October 2002. Moreover, he was recognized as the No. 1 Most Outstanding Regional Technical Director (RTD) of the DENR in 1999, DENR Outstanding Performance Awardee in 1997, and Eagle PENRO Awardee (1990, 1994-1995), which qualified him to receive the DENR Eagle Award Hall of Fame in 1995. Various distinctions from non-government organizations such as Lingkod Bayan Awardee, Maharlika Awardee, Golden Cross Achievement Award and International Golden Awardee have also marked excellence in his professional history. His modest beginnings, outstanding record, and trustworthiness made him the leader that he is today.
