CENRO Taytay, Palawan's National Greening Program Best Practices


The National Greening Program started in the year 2011 as a banner program of the Department, with main objective of planting of 1.5 billion trees in 1.5 million hectares of land in the entire country for a period of six (6) years. The program also aims to reduce poverty, sustainable management, provide food and services, promote public awareness, harmonize all greening efforts of the government and formation of positive values among youth on sustainable management of the country’s natural resources.

The NGP target of CENRO Taytay from CY 2011 to 2013 has a total of 1, 187 hectares, broken down into: 214 hectares in CY 2011, 513 hectares in 2012 and 460 hectares in 2013, both in upland and mangrove areas.

The start of the NGP in CY 2011 and 2012 was considered by the office as period of learnings and new experiences in reforestation and rehabilitation activity due to numerous strategies and instructions implemented. However, CENRO Taytay was not fully ready during that time thus the establishment of numerous sites/areas with initially smaller areas to begin with and required bigger areas contributed to the low performance of the office. Less monitoring of established areas and accounting of seedlings planted resulted to shortfall on established areas. This was discovered in CY 2013 NGP implementation and validation made by the regional and field offices. The result of CY 2011 and 2012 NGP were below 50% survival rate and plantation established.

With these results, it served as a challenge for the current CENRO personnel in to think of strategies and measures to improve survival rate and area establishment in CY 2013. The catch up plan was formulated as a guide to implement different activities such as looping of NGP areas and the result of the validation and assessment by the Regional/PENRO validation team served as the basis to re-establish the areas and the establish improved areas to cope up with the previous shortfalls. The team has determined certain strategies in improving the accomplishment of NGP targets such as frequent regular meetings with the People’s Organization (Pos) who are the contractors, hiring of site coordinators to coordinate different activities and monitor daily plantation. Weekly reporting to the CENRO through the NGP Focal Person and Ext Officer. Direct participation of Inspection Committee to deliver our commitment to Pos, on time; the cooperation of the so called “bayanihan” practiced by the POs and LGUs’, technical guidance and commitment of the CENRO in all phases of program implementation and continuous seedling production to replace the dead seedlings planted.

NGP 2013 was the year of gaining the fruits of hardwork and learnings experienced from the past years. The ineffective practices in the past were lessened and the successful strategies were adopted. Additional site coordinators were hired focusing in the project and the mapping of the areas were transformed into an operational map. Above all, CENRO Taytay had increased the survival rate from below 50% to 85 – 87% beating the required 85% survival rate.

To date, we still maintain the current activities and effective strategies for the continuous materialization of the objectives of National Greening Program.
