Secretary Paje Designates New MIMAROPA OIC, Regional Director


rd oscar dominguez-3Regional Technical Director for Lands (RTD) Oscar C. Dominguez was officially designated by Secretary Ramon J.P. Paje as the new OIC, Regional Executive Director for MIMAROPA, by virtue of Special Order No. 2013-674, in view of the compulsory retirement of OIC, RD Edgardo O. Galeon. 

A self-made man, RD “OCA” as he is fondly called by his staff and colleagues was born in Daet, Camarines Norte on June 01, 1953.

He was educated at the University of Northeastern Philippines (Iriga City) in year 2001 taking up Master’s degree in Public Administration, where he received a Meritissimus in Revalida Award and at the UPLB College of Forestry, where he obtained his BS in Forestry degree in 1973. He passed the Foresters’ Board Exam in 1975, 8th placer, Career Service Professional Examination in 1980, notwithstanding also passed Management Aptitude Test Battery (MATB) given by CESB in May 1997, an examination given to qualified government officials for a higher managerial position.

Nobody was surprised when Director Dominguez was designated as OIC, Regional Executive Director for MIMAROPA, because prior to his designation he has a very colorful life, climbing and roller coasting to the ladder of success, sometimes he fell to be able to keep someone like RD Oca an admirably sensible person.

He started as a Casual Laborer, Driver and Forester from 1974 in Region V before he was appointed as permanent Forester in1977. He then rose from the ranks with the defunct Bureau of Forest Development serving as Senior Forester, Assistant District Forester, Forestry Supervisor I, and District Forester. After several years, he became a full Pledge CENR Officer in September 1988. Another three years, RD Oca subsequently appointed as PENR Officer of Virac, Catanduanes. Because of his diligent and hard work, he was designated as Officer-In-Charge Regional Technical Director for Environmental Management and Protected Areas Service (EMPAS) at Region IV-B and later RTD for FMS in Region V. Year 2000, he became OIC, RD for DENR R8. Way back May 2001, he was recalled from his mother unit, served as PENRO in Camarines Sur, and Sorsogon Region V. Life seemed very interesting for RD Oca. At exactly 11 years, he was re-routed from his mother unit and again designated as OIC, RTD for Lands for MIMAROPA in 2011. His humble beginnings and trustworthiness made him what he became today and the rest is history. 

Apart from his colorful life, RD Dominguez has received various awards and commendations of significant contributions in attaining goals and public service such as Certificate of Recognition by former Secretary Heherson T. Alvarez in June 2002 for achieving its target more than 100% in terms of number of Processing and Issuance of Public Land Applications. He also garnered a Gantimpala Agad Award given by the Civil Service Commission (CSC) in recognition of his courteous and prompt delivery of service to the stakeholders in September 2002 during the CSC Month Celebration in DENR, Rawis, Legaspi City, recognized as No. 1 Regional Technical Director (RTD) of the DENR in 1999, Eagle PENRO and CENRO for three (3) times, which qualified him to receive DENR Eagle Award Hall of Fame.

As public servant, he has faithfully observed that “What is right must be kept right, What is wrong must be set right”. More than ever, RD OCA draws his strength and inspiration from his loving wife, Marilyn R. Encisa and two children, Carolyn and Karlo.
